{"id":43517,"date":"2023-11-07T11:44:19","date_gmt":"2023-11-07T11:44:19","guid":{"rendered":"https:\/\/prosfunds.com\/politics\/what-to-watch-for-in-tuesdays-elections\/"},"modified":"2023-11-07T11:44:21","modified_gmt":"2023-11-07T11:44:21","slug":"what-to-watch-for-in-tuesdays-elections","status":"publish","type":"post","link":"https:\/\/prosfunds.com\/?p=43517","title":{"rendered":"What to watch for in Tuesday\u2019s elections"},"content":{"rendered":"<div data-editable=\"content\" itemprop=\"articleBody\" data-reorderable=\"content\">\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clonolt6g001k26qf6jyf7zkx@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Abortion rights are on the ballot Tuesday as Americans head to the polls for state and local races that will set the stage for next year\u2019s presidential election.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clonp0bir00073b6hw353y1vp@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Fiercely fought contests in Kentucky, Pennsylvania, Virginia and Ohio could offer a 2024 roadmap for both parties.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clonp0bir00083b6hs6weqxo9@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Democrats have largely succeeded in running on the issue in the aftermath of the Supreme Court\u2019s decision last year to overturn Roe v. Wade, which effectively punted abortion law to the states. For the most part, they have done so by framing the debate as one of personal freedom \u2013 and leaving Republicans to haggle over the politically painful particulars.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clonp6s2l001v3b6hcdf6znub@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      A victory for abortion rights advocates in Ohio \u2013 where voters could enshrine a constitutional amendment protecting abortion access \u2013 along with success in high-stakes races for governor, the state Supreme Court and control of the state legislature in other states, could further demonstrate the potency of the issue.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clonp0bir00093b6hsixdn10u@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Meanwhile, the gubernatorial election in Mississippi asks a different question: Is it still possible for a Democrat to win a statewide race in the deepest of deep-red states?\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clonp0bir000a3b6hwf27h23n@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Republican Gov. Tate Reeves, who is seeking a second term, is knee-deep in a corruption scandal as the state faces another health-care crisis. Democrat Brandon Presley is banking on Reeves\u2019 foibles, a famous name \u2013 Elvis Presley was a second cousin \u2013 and a promise to expand Medicaid while cutting regressive grocery taxes. (Both oppose abortion rights.)\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clonp0bir000b3b6hgeygt66s@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Other intense \u2013 and expensive \u2013 campaigns will be decided in Pennsylvania, where abortion is again top of mind with a seat on the state Supreme Court in the balance, and in New Jersey and New York, where Democrats\u2019 strength will be tested.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clonp0bir000c3b6hnb19c9ja@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Philadelphia and Houston will also go to the polls to elect new mayors. Former City Councilmember Cherelle Parker is poised to become Philadelphia\u2019s first female mayor, while Rep. Sheila Jackson Lee is running neck-and-neck with state Sen. John Whitmire in Houston. That race could go to a run-off.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clonp0bir000d3b6hlm70xzdp@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      And in Rhode Island, favored Democrat Gabe Amo and Republican Gerry Leonard square off in a special election to complete the term of Democratic former Rep. David Cicilline.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clonp0bir000e3b6hv15jdhor@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Here are six things to watch for during Tuesday\u2019s elections:\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clonp53jc001q3b6hwjnd06dn@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      All 140 seats in the state\u2019s Senate and House of Delegates are being contested in Virginia\u2019s legislative elections Tuesday, but the biggest name in the race is one that won\u2019t appear on the ballot.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clonp31ua000j3b6hs6hy7ub7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Virginia Gov. Glenn Youngkin has pulled out all the stops to help Republicans flip control of the Senate, where Democrats hold a narrow majority, and hold on to the House of Delegates, where Republicans hold a similar advantage. He endorsed in key primaries, launched a bus tour to promote early voting and raised a stunning $18.7 million\u00a0through his leadership PAC, Spirit of Virginia, thanks in large part to speculation that he could launch a last-minute entry into the Republican presidential primary if he has a good Tuesday.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clonp31ua000k3b6hthmkrt9l@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Youngkin has emphasized education, public safety and the economy in his ads, urging Virginians to send Republicans to Richmond to help him further his agenda. He\u2019s also pitched a 15-week abortion limit, with exceptions for rape, incest and to protect the life of the patient, which he says is a consensus opinion. Democrats have focused on abortion as well, calling the 15-week limit a ban, as well as arguing Republicans will roll back progressive policies on voting rights and climate change that they passed when they briefly held control after the 2019 elections.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clonp31ua000l3b6h268d27jx@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      As for Youngkin\u2019s future? He has said that he\u2019s focused on Virginia\u2019s elections, but that hasn\u2019t slowed speculation about what\u2019s next.\u00a0Still, should Republicans win full control of the state government on Tuesday, don\u2019t automatically expect that to mean the state has fully flipped red \u2013 it hasn\u2019t voted for a Republican in the last four presidential cycles.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clonp31ua000n3b6hlk5h7uti@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      The 2022 midterm elections showed that when abortion rights are on the ballot, voters overwhelmingly favored protecting or expanding access. Ohio could upend that narrative.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clonp31ua000o3b6hupqahn17@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Voter will either pass Issue 1 \u2013 an initiative that would enshrine abortion rights in the state\u2019s constitution \u2013 or hand abortion rights advocates one of their biggest defeats since the Supreme Court\u2019s Dobbs decision.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clonp31ua000p3b6hai2og56u@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Abortion rights groups have argued Issue 1 is the only way to stop the state\u2019s six-week abortion ban, which includes no exceptions for rape or incest, from being enforced. The law was blocked in court last year but is now being considered by the state Supreme Court.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clonq54xn00053b6i2fngs83b@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Abortion opponents \u2014 including Republican Gov. Mike DeWine, who signed the six-week ban into law \u2014 have argued that Issue 1 goes too far and would prevent Republicans from passing a compromise bill.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clonp31ua000q3b6hhf15li3t@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      This is the only abortion rights ballot initiative before voters this year. If Issue 1\u2019s backers win, it would further suggest that abortion access is popular, even in red states, and motivate advocates looking to get similar measures on the ballot in 2024. If voters reject Issue 1, it would signal to abortion opponents that there\u2019s a path to blocking these measures after all.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clonp31ua000s3b6hpecapfs8@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Kentucky Gov. Andy Beshear, one of the few remaining red-state Democratic leaders, is running for a second term against GOP state Attorney General Daniel Cameron, a Trump-backed conservative.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clonp31ua000t3b6hsz43ptvw@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Though not explicitly on the ballot, abortion has featured prominently in the campaign, with Beshear arguing that Cameron will double down on the commonwealth\u2019s already harsh restrictions.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clonp31ua000u3b6hpmfzdr3o@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Beshear has good reason to hammer away at the issue. A year ago, Kentucky voters rejected a ballot measure that would have denied constitutional protections for abortion.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clonp31ua000v3b6hi5n6dazg@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Cameron has said he would support legislation broadening exceptions\u00a0to the current ban \u2013 one of the strictest in the country \u2013 if\u00a0lawmakers brought it his desk, but Beshear in a debate noted that Cameron had signed a Kentucky Right to Life survey saying he\u00a0opposed them.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clonp31ua000w3b6hhe90buwr@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      If Cameron does pull out a victory over Beshear, he will become the state\u2019s first Black governor \u2013 and the first elected Black Republican governor in US history.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clonp31ua000y3b6hsly9rn14@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      A year after Democrat John Fetterman made abortion rights a focus of his winning Senate campaign over GOP nominee Mehmet Oz, Pennsylvania Democrats are going all-in for state Supreme Court candidate Daniel McCaffery.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clonp31ua000z3b6hdml2gvkw@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      The seat, which opened after the death last year of Democratic Chief Justice Max Baer, could be crucial to determining the future of abortion rights in the commonwealth, where the issue is poised to come before the court.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clonp31ua00103b6hur37ehtn@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Democrats hold a 4-2 advantage on the bench, but a win Tuesday for Republican nominee\u00a0Carolyn Carluccio\u00a0would narrow the margin ahead of elections in 2025, when three Democratic incumbents are up for reelection.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clonp31ua00123b6h7finn1ec@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      From the\u00a0start\u00a0of this gubernatorial election, long-standing dynamics of Mississippi have been at play. Incumbent Gov. Tate Reeves, a Republican, has had to run under the\u00a0cloud of a scandal\u00a0involving former NFL quarterback Brett Favre and concerning the misappropriation of millions of dollars of public funds meant for welfare recipients around the state.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clonp31ua00133b6hctqjwqiz@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Tate faces Mississippi Public Service Commissioner Brandon Presley,\u00a0second cousin\u00a0of Elvis Presley who has framed his candidacy around a populist emphasis on kitchen-table issues. Presley is hoping that focusing on building a coalition of Black voters, disaffected Republicans and Southern Democrats can propel him to the Mississippi Governor\u2019s Mansion. If Presley wins, it would be the first time in over two decades that a Democrat was elected governor\u00a0in the Southern state.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clonp31ua00143b6h8bxraw2i@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Still,\u00a0it\u2019s an uphill battle\u00a0for Presley. Mississippi\u00a0consistently trends Republican, and even an anti-abortion Democrat with a marquee surname in the state is not ensured an easy path to victory. Most polling has shown Reeves in the lead.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clonp31ua00153b6hlok2e814@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      The underlying theme of this race is whether a battered incumbent Republican incumbent could lose to a Democrat playing the old Southern Democrat approach to Mississippi politics.\n  <\/p>\n<h2 class=\"subheader\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/clonp3a4s001b3b6hsu5c7re6@published\" data-component-name=\"subheader\" id=\"democratic-dry-run-in-ny-and-nj\" data-article-gutter=\"true\">\n    Democratic dry run in NY and NJ<br \/>\n<\/h2>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clonp31ua00173b6ho5dw0tdc@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Democrats in the Northeast have shown signs of weakness over the past two elections, with the governors of New York and New Jersey both winning their races by narrower-than-expected margins and the New York GOP making major gains in the Gotham suburbs.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clonp31ua00183b6hmu7sf0ld@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      That nudge to the right was largely driven by strong Republican messaging on crime and the economy \u2013 strategies that will again be tested on Tuesday, when every seat in the New Jersey Legislature and New York City Council, respectively, will be up for grabs.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clonp31ua00193b6htq5ihrlv@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Democrats control all those bodies and, barring a major shock, will retain their power.
