A year ago, the 30-year fixed-rate was 5.66%.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_AB54FA03-F9E2-A86F-AB79-4C437D4771FA@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      \u201cRecent volatility makes it difficult to forecast where rates will go next, but we should have a better gauge in September as the Federal Reserve determines their next steps regarding interest rate hikes,\u201d said Sam Khater, Freddie Mac\u2019s chief economist.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_02EB8EF6-2189-49BA-E0CA-4BFE81279FA7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Mortgage rates have spiked during the Fed\u2019s historic inflation-curbing campaign, sending home affordability to its lowest level in nearly four decades. Buying a home is more expensive because of the added cost of financing the mortgage and rising home prices.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_D36AD9D4-3731-9D8D-7536-4C00A2D3CE63@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Home prices have been climbing because there are a historically low number of homes on the market to buy. Homeowners who previously locked in lower rates are reluctant to sell now that rates have surged.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_BE4DBC0F-45CD-B8E4-5B74-4C2C0530EABB@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      The combination of low inventory and high costs has squeezed would-be homebuyers and sent home sales lower than last year.\n  <\/p>\n<h2 class=\"subheader\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/paragraph_054F3C17-CE7C-8905-DCC2-4C5CC63E57FF@published\" data-component-name=\"subheader\" id=\"economy-remains-strong-keeping-rates-higher\" data-article-gutter=\"true\">\n    Economy remains strong, keeping rates higher<br \/>\n<\/h2>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_7820295E-8F7B-B8DF-B3C8-4C5CB700401A@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Inflation remains well above the Fed\u2019s 2% target, which has kept interest rates elevated. The bond market is concerned that taming inflation may require more rate hikes. The central bank has three remaining policy meetings this year.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_3FF60E67-8569-E1B4-E5FD-4C5CB709F5AD@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Fed Chair Jerome Powell has emphasized the significance of the core Personal Consumption Expenditures price index for the future path of its rate hikes.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_E9D04E09-ADCD-9C30-1B99-4D442C79D658@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      The latest report, released earlier on Thursday, indicated that July\u2019s monthly gain of just 0.2% is more in line with where the Fed would like to see inflation. However, year-over-year core inflation remained high in July, at 4.2%.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_A9FA805C-778F-9D8B-2478-4C5DFBADBB0B@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      That means borrowers can expect to see costs stay elevated in the near term.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_205DE2E1-26E5-A064-006A-4C5CB710C50B@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      While the Fed does not set the interest rates that borrowers pay on mortgages directly, its actions influence them. Mortgage rates tend to track the yield on 10-year US Treasuries, which move based on a combination of anticipation about the Fed\u2019s actions, what the Fed actually does and investors\u2019 reactions. When Treasury yields go up, so do mortgage rates; when they go down, mortgage rates tend to follow.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_189BABB5-2663-89CB-0260-4C5CB716A6F1@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      The summer selling season typically winds down in August. But it\u2019s quieter than usual this year because affordability is so low.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_1E945451-DB1B-A9DD-0C06-4C5CB7168F53@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      \u201cThe challenging combination of a 20-year high mortgage rate and constrained housing inventory is creating an unfavorable environment for today\u2019s homebuyers,\u201d said Jiayi Xu, economist at Realtor.com.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_39328F9D-E2CB-0B29-05EE-4C5CB7168065@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      But as rates started moving down slightly, some buyers came out.
