{"id":42565,"date":"2023-11-05T21:01:52","date_gmt":"2023-11-05T21:01:52","guid":{"rendered":"https:\/\/prosfunds.com\/politics\/a-tide-of-election-worker-resignations-raises-alarms-ahead-of-2024\/"},"modified":"2023-11-05T21:01:54","modified_gmt":"2023-11-05T21:01:54","slug":"a-tide-of-election-worker-resignations-raises-alarms-ahead-of-2024","status":"publish","type":"post","link":"https:\/\/prosfunds.com\/?p=42565","title":{"rendered":"A tide of election worker resignations raises alarms ahead of 2024"},"content":{"rendered":"<div data-editable=\"content\" itemprop=\"articleBody\" data-reorderable=\"content\">\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clojceem80064g7p4foaaeqc6@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      A wave of departures by election officials in key states risks adding new stress to the nation\u2019s election system ahead of next year\u2019s presidential contest, voting rights groups and several state election chiefs warn.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clojcfzsy00053b6itb0evg0d@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      The growing alarm over the resignations and retirements comes as officials say election workers continue to\u00a0face a barrage of threats and harassment\u00a0and partisan interference in their duties, first ignited by false claims of a stolen White House election in 2020.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clojcfzsz00063b6itb91q5l5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      In one region alone \u2013 across 11 Western states \u2013 more than 160 top local election officials have left their positions since November 2020, according to a\u00a0regional case study\u00a0by Issue One, a nonprofit watchdog group tracking the departures. In the counties with new election chiefs in those states, the typical level of experience has dropped from about eight years to one, the analysis found.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clojcfzsz00073b6i02zxlenf@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      In the battleground state of Arizona \u2013 which became a hotbed for election falsehoods after Joe Biden flipped the traditional GOP stronghold by a little more than 10,000 votes \u2013 12 of the state\u2019s 15 county election chiefs have departed since the 2020 election, including one whose dogs were poisoned as a \u201cmeans of intimidation,\u201d said Arizona Secretary of State Adrian Fontes, a Democrat elected last year.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clojcfzsz00083b6ipfupl761@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Other parts of the country are seeing a similar brain drain.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clojcfzsz00093b6i81oog3jd@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      In Pennsylvania \u2013 another presidential battleground \u2013 nearly 70 county election directors or assistant directors in at least 40 of the state\u2019s 67 counties have left their jobs since January 2020,\u00a0according to the state\u2019s appointed elections chief, Republican Al Schmidt.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clojcfzsz000a3b6i488d42sl@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      \u201cIt\u2019s a national emergency,\u201d Nick Penniman, Issue One\u2019s CEO, told CNN. \u201cIf any private-sector company experienced this amount of loss this quickly, they would probably go bankrupt.\u201d\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clojcfzsz000c3b6il1wvb7sv@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Schmidt, who previously helped oversee elections in Philadelphia as a city commissioner, faced threats against him and his family members following\u00a0Donald Trump\u2019s false stolen election claims\u00a0in 2020.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clojcfzsz000d3b6ip8mjcg7s@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      During a congressional hearing last week, Schmidt said the environment around election administration \u201cremains contentious.\u201d\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clojcfzsz000e3b6ixcycb5v3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      And he warned that the exodus of experienced staff will only fuel more conspiracy theories in the months ahead.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clojcfzsz000f3b6i3qgj7jxq@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      \u201cWhen you have people running elections who have less experience running elections, they are more likely to make errors, and make errors in an environment where everything is perceived as being \u2026\u00a0 malicious,\u201d Schmidt said.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clojcfzsz000g3b6ioxnx449g@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Even places far away from the swing states that were in the spotlight after 2020 say they are now grappling with security concerns.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clojcfzsz000h3b6iviq5d468@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      In King County, Washington \u2013 which includes Seattle \u2013 Julie Wise, the county election director, recalled receiving a letter over the summer with a rant about elections. The letter-writer warned that the missive contained a dangerous substance and told officials to have Narcan \u2013 the brand name for a drug used to treat potentially fatal opioid overdoses \u2013 on hand.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clojcfzt0000i3b6imzt9std3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      The letter was later found to contain trace amounts of fentanyl, Wise said.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clojcfzt0000j3b6it1nlcf38@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      \u201cWhile we always have to be aware as public employees, this kind of direct mention of violence is new for us, and it\u2019s a scary place to be,\u201d she told CNN.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clojcfzt0000k3b6ibqqyzexs@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      To date, the US Justice Department has brought criminal charges against at least 14 people after\u00a0creating a task force in 2021\u00a0to address threats against election workers, according to a department summary.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clojcfzt0000l3b6ir6e317ki@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Additionally, 11 states have passed laws since 2020 that create new protections for election officials and poll workers \u2013 ranging from making it a crime to threaten a worker to shielding election officials\u2019 home addresses,\u00a0according to the National Conference of State Legislatures.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clojcfzt0000m3b6ihv1uq38n@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Election watchdogs say more action is needed \u2013 including boosting federal funding and extending a federal law that criminalizes the release of restricted personal information about federal workers to cover election officials.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clojcfzt0000n3b6ilmsri4lg@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Biden\u2019s fiscal 2024 budget proposed $1.6 billion in federal election grants, but Congress appears unlikely to approve anything close to that figure.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clojcfzt0000o3b6i1dnrrpva@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      The leading elections funding bill in Congress, which advanced out of the Senate Appropriations Committee earlier this year, set aside a tiny fraction of that amount \u2013 $75 million \u2013 for\u00a0election security grants. Issue One is among the groups lobbying for much more money.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clojcfzt0000p3b6i67ojr3mz@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      \u201cOur election systems have been horribly neglected for decades and now our election workers are being actively abused by people,\u201d Penniman said. \u201cIt\u2019s time for this to stop.\u201d\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clojcfzt0000q3b6i7vxjz2m7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Workers are also dealing with fresh efforts by legislators in some states to exert more authority over election administration ahead of 2024.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clojcfzt0000r3b6iha7i1uyc@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      In Wisconsin, for instance, the Republican-controlled state Senate\u00a0voted in September to fire the state\u2019s top elections administrator, Meagan Wolfe, over the objections of most of the election commissioners who oversee her work. Republicans in the state Assembly, which the party also controls, have since launched an attempt to impeach her.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clojcfzt1000s3b6ifvitczxe@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Trump supporters have blamed changes to Wisconsin\u2019s voting procedures during the pandemic for his loss in the state. (Litigation is pending over the vote to remove Wolfe, and a Wisconsin judge\u00a0recently ruled\u00a0she can remain on the job until there\u2019s a decision in the case.)\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clojcfzt1000t3b6i0kcsa2a3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      And in North Carolina, a swing state with a key governor\u2019s race on the ballot next year, GOP lawmakers\u00a0recently changed the makeup of local and state election boards.\u00a0Starting in January, they must be evenly divided by party, and GOP legislative leaders gave themselves the authority to name board chairs if the panels reach an impasse in selecting a leader. (Republicans hold supermajorities in the state Legislature that are likely to be cemented for years to come under new lines the lawmakers approved last month.)\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clojcfzt1000u3b6ixxvxmz4p@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Previously, the governor\u2019s party held the majority on the election panels. North Carolina\u2019s current chief executive, Gov. Roy Cooper, is a Democrat.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clojcfzt1000v3b6in3caeq3k@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Supporters say the change in North Carolina will guard against undue influence by a governor. Critics say the change could lead to paralyzing deadlocks on a range of issues, including the establishment of early voting locations and the certification of election results.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clojcfzt1000x3b6iankdmfsf@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      The national exodus of election administrators has also hit North Carolina: Fifty-three of 100 chief county election officials have left their jobs since January 2019, according to a tally by Karen Brinson Bell, executive director of the North Carolina State Board of Elections. Brinson Bell began tracking the departures when she became the state\u2019s election chief that year.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clojcfzt1000y3b6ifpxs716f@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Among them is Kathy Holland, who retired in late 2021 from her post running elections in Alamance County in central North Carolina. She had worked in elections for nearly 32 years, and a family member\u2019s health issues became a big factor in her decision to depart, she said.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clojcfzt1000z3b6iuu64jr9d@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      But the job itself had grown far more stressful, Holland added. First, she faced the challenge of running an election during a pandemic. Then, her office was flooded with, at times, as many as five public records requests a day from activists hunting for malfeasance after the 2020 election.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clojcfzt100103b6i3gs8p7r4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      \u201cI felt like that they were looking for something. And if they didn\u2019t find it, they would make it up,\u201d she said.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clojcfzt100113b6i75pidid8@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      The turnover in the Tar Heel State has wiped out years of experience, officials say.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clojcfzt100123b6ihhx0pluk@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Next year, at least 26 election directors in North Carolina \u2013 or more than a quarter of the state\u2019s local election chiefs \u2013 will oversee their first presidential contest\u00a0as their county\u2019s top election administrator, according to Brinson Bell\u2019s tally.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clojcfzt200133b6itc7oew39@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      \u201cIt does keep us up at night,\u201d she said of the loss of experienced staff. \u201cEven a well-skilled person, who is very passionate about being a public servant, to not have any background in elections, it\u2019s quite a feat for them to take this on.\u201d\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clojcfzt200143b6ia0z10uf0@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Adam Byrnes, 22, is one of North Carolina\u2019s new election administrators. He was hired in May to oversee elections in Swain County, a mountainous region of roughly 14,000 people, just weeks after graduating from Emory University with a political science degree.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clojcfzt200153b6imdyxmjfw@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Although he worked on civic engagement projects as a college student in Georgia, he\u2019s now running an office with two other paid employees and has responsibility for everything from implementing the state\u2019s new voter ID provisions in his community to reviewing candidates\u2019 campaign finance submissions.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clojcfzt200163b6iu0l9ywce@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      \u201cThere\u2019s a lot to learn, especially since this is my first full-time job out of college,\u201d Byrnes told CNN. But he said the community has been supportive, and he feels confident his small office is equipped to smoothly carry out municipal elections now underway.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clojcfzt200173b6if3pkokw5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      \u201cNext year, maybe the climate will change,\u201d he added. \u201cThe nature of elections is that they are political. We know that. But our job is to be the referees and make sure that the rules are enforced and that people can exercise their right to vote in a free and fair manner.\u201d\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clojcfzt200183b6isa1b1vn6@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      State officials in North Carolina and elsewhere say they are working hard to support the new class of administrators who will oversee next year\u2019s elections.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clojcfzt200193b6iwi7x4em1@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      And Fontes, the Arizona secretary of state, said they deserve praise for stepping into these roles, given everything that has transpired in recent years.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clojcfzt2001a3b6idejy3iwe@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      \u201cThe folks that are coming in know what they are getting into,\u201d Fontes said.\u00a0 \u201cAnd it is \u2026 that civic bravery, that courage that\u2019s really encouraging to me.\u201d\n  <\/p>\n<\/p><\/div>\n<p>Read the full article <a href=\"https:\/\/www.cnn.com\/2023\/11\/05\/politics\/election-worker-resignations-2024-elections\/index.html\" target=\"_blank\" rel=\"noopener\">here<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>A wave of departures by election officials in key states risks adding new stress to the nation\u2019s election system ahead of next year\u2019s presidential contest, voting rights groups and several state election chiefs warn.
